BRICS countries should join hands to innovate in governance and tackle common challenges such as the COVID-19 pandemic and alleviating poverty, experts said at a BRICS seminar.

Richard Levin, special master for labor tenants at the Land Claims Court in Randburg, South Africa, said at the BRICS Seminar on Governance and Cultural Exchange Forum 2020 that the COVID-19 pandemic has severely affected the world, and all countries need to make adjustments and work together to address global problems, such as poverty.

He added that China, South Africa and other African countries have always been committed to multilateralism and could play important roles in pushing forward the innovation of governance, and that he hopes BRICS countries-Brazil, Russia, India, China and South Africa-will gain larger voices in global governance.

Du Zhanyuan, president of China International Publishing Group, said that BRICS successfully evolved from a concept into an organization and it continues to develop, because BRICS countries represent emerging powers in the world. The countries have consistently put forward new ideas and solutions on major global issues from a new perspective to promote the development of global governance, Du said.

The BRICS mechanism is a product of innovation, he said, and should continue to be a source of innovation and play a more active role in leading the world out of difficulties.

Pavel Negoitsa, general director of the editorial office of the Rossiyskaya Gazeta newspaper, said that because of the COVID-19 pandemic, more people across the world will fall into poverty. China has made tremendous achievements in poverty alleviation in the past few decades and its experiences are worth learning from. He also suggested that BRICS countries hold a forum especially to share experiences of lifting people from poverty.

Cultural exchanges

People-to-people and cultural exchanges are also critical to BRICS countries. Chinese film director Lu Chuan previously organized the filming of Kids and Glory, the first documentary jointly produced and broadcast by BRICS countries. He said the film has been a cultural product and popular art form with people of all countries, and it could serve as an ambassador in international cultural exchanges.

Lu expected to make more jointly produced documentaries among BRICS countries in the future on a wide range of topics, including music, history, and literature.

More than 150 participants from BRICS countries participated in the seminar and forum on Thursday and Friday. The events were co-organized by the Publicity Department of the Communist Party of China Central Committee, China International Publishing Group, Guangming Daily, Rossiyskaya Gazeta and the Russia-China Friendship Association.

Gao Anming pointed out in his speech that, at a time of crisis, the Asia-Pacific translation and interpreting (T&I) community came out boldly and offered timely help, supporting the battle against the virus with their expertise in an all-round manner, including T&I and language technologies. The T&I community has been acting as the link in anti-epidemic information exchanges. Their unremitting efforts and hard work have been widely recognized and respected. He also noted that, as the impact of the epidemic lingers on, the Asia-Pacific T&I community remains a major force in supporting epidemic prevention and control in the region, avoiding misunderstanding, as well as promoting exchanges and mutual learning among nations. For these reasons, he put forward four proposals: 1) maintain close coordination and build consensus on fighting COVID-19 in the Asia-Pacific region so as to safeguard our common home and build a community of shared future; 2) seize the opportunity to improve the education and training of translators and interpreters, especially the training of language professionals for health care and emergency services; 3) be innovative and take the opportunity arising from the crisis to adjust and consolidate the T&I industry; and 4) strengthen the communication mechanism of the APTIF Joint Committee, with the aim to enhance mutual learning and experience sharing among the Asia-Pacific T&I community, and promote the prosperity of T&I industry in the Asia-Pacific region.

Kevin Quirk said that, the coronavirus, as you are all aware, knows no boundaries, does not respect international borders and makes no distinction as regards who it may affect. In short, the rapid spread of COVID-19 worldwide means we are all in this together. And we do need to counter it by coming together and pooling our resources. What we are not always good at is working together with other associations at a regional or even global level to focus on key areas where we face similar challenges. I think there is no better opportunity for us to stand together than the situation we are facing now. Countering the spread of the COVID-19 virus is one prime example where we do need to pool our resources.

Yang Ping, deputy secretary-general of TAC & FIT council member, read out the “Initiative to pool the strength of the Asia-Pacific translation and interpreting community to combat COVID-19” on behalf of the forum. The initiative calls upon translators and interpreters in the Asia-Pacific region to come together to accomplish their mission through providing both language and intellectual support in fighting COVID-19; bridge the language gap and promote mutual understanding; help promote people-to-people connectivity and contribute to peace, development, stability and prosperity of the world; and do their part to help create a brighter future for the T&I community in the Asia-Pacific region.

Xing Yutang, executive director of the APTIF Joint Committee, moderated the forum. Translation experts, scholars and entrepreneurs from 10 countries and regions, including Australia, China, Hong Kong (China), Iraq, Macao (China), Malaysia, Myanmar, New Zealand, South Korea and the United Kingdom participated in the video conference. They held extensive and in-depth discussions and experience-sharing on the role of translators and interpreters in the fight against the epidemic and on how to better unite the Asia-Pacific T&I community for this purpose.

It is the first time for the APTIF Joint Committee to organise an online forum since its establishment in 2016. This event is of great significance for innovating the mechanism of exchanges among APTIF members, mobilising the Asia-Pacific T&I community to contribute to the fight against the epidemic, and promoting exchanges and cooperation among the Asia-Pacific countries and regions.

Zhu Guangyao, a counselor of the State Council of China and former vice finance minister, anticipated that the economic disruption caused by the pandemic could be more serious than that of the 2008 financial crisis.

“A deep economic slump and financial crisis are unavoidable, but the trend of global peaceful development will not change due to the epidemic situation. The key question now is how to better maintain the peaceful development of the world – which will require the joint efforts of all the countries around the world,” he insisted.

Zhu stressed that the epidemic would have a considerable impact on globalization in four aspects: the security of industrial and supply chains, the relocation of health and pharmaceutical industries, the coordination of policies, and the development of the digital economy.

He urged countries around the world to stand united in preventing not only the virus but also economic depression.

Faced by rising protectionist sentiments, former UN Assistant Secretary-General Brice Lalongde warned that unilateralism brings no good to the world economy and is especially detrimental to the global collective action necessary for fighting the pandemic.

Lalongde believes the best way to stabilize the global economy is to coordinate through international organizations and global thinks tanks. He also hopes this seminar will shed light on the future of sustainable development.

The outbreak may pose challenges to global economic growth but will not cause globalization to reverse, he said.

“Despite the difficulties caused by the pandemic, this could be an opportunity to create a new start for the world to get out of this crisis and turn to green development,” he suggested.

International cooperation should be further intensified to enhance global public health governance so the world could be better prepared to cope with major public health crises in the future, senior scholars attending an international forum said on Wednesday.

“The global spread of the coronavirus has demonstrated a lack of preparedness of both international and national health governance and control mechanisms,” said Alexander V. Lomanov, deputy director for the Scientific Work of Primakov National Research Institute of World Economy and International Relations, part of the Russian Academy of Sciences.

“The renewal of global governance mechanisms is not possible without cooperation among the nations based on solidarity and responsibility,” he said. “It is obvious that without trust, it is impossible to find a common way out of the crisis created by the global problems of recent years and provoked by the pandemic.”

Lomanov was speaking at a subforum of the Global Think Tanks Online Forum on International Cooperation to Combat COVID-19, held in Beijing.

A thorough analysis of the experience in the virus fight is needed to develop new mechanisms for rapid global monitoring and a response to emerging infectious diseases, he said, adding that the role of major international organizations such as the World Health Organization in global health governance should not be undermined.

“Baseless accusations against China and the WHO destroy trust between countries and become an obstacle to uniting the efforts of all members of the world community,” he said. “Reform of the WHO can only be achieved by consensus among all members of the organization, and not by the will of one country that openly blackmails others by threatening to stop paying fees to the WHO budget.”

Yu Yunquan, president of the Academy of Contemporary China and World Studies, said that international cooperation should be further intensified, with key international organizations such as the WHO as the link, to improve the world’s ability to handle major public health emergencies such as outbreaks of major infectious diseases.

Concerted efforts from various countries and regions are needed to solve problems such as a lack of a coordination mechanism for the international flow of medical resources in case of emergencies, improve international cooperation in scientific research while coping with public health emergencies and to reduce patent barriers, he said.

Meanwhile, a highly efficient international coordination mechanism for decision-making and implementation among different countries should be established for better global health governance, he said. “The current virus should not divide countries. It should unite countries and bound all human beings together,” said Alistair Michie, secretary general of the British East Asia Council.

“At an international level, unity is crucial to defeat global challenges that can only be resolved by nations collaborating with trust and goodwill,” Michie said.

The Global Think Tanks Online Forum on International Cooperation to Combat COVID-19 also highlighted the importance to build a global community of health for all.

China has resolutely launched an all-out people’s war against the COVID-19 outbreak and succeeded in containing the spread of the virus. In this battle, China will always stand together with other countries, said an official with the State Council Information Office.

Many attendees called for candid and in-depth exchanges among global think tanks to contribute wisdom and energy to enhance international cooperation to fight the virus and promote global economic development.

The pandemic has brought a negative impact to global governance, and countries around the world should join hands in areas including economic recovery, vaccine research and development, environmental protection and digital governance, said attendees from Australia, Belgium, Croatia, the United States, South Africa and the World Trade Organization.

The online forum was jointly hosted by 10 think tanks around the world. A joint statement was released after the forum.
